If you're here, then you're probably pursuing a thread and/or CR with Penny and want to help make playing his psychic powers easier, and for that I thank you soooo much. I've made a little form to fill out that covers the bases of his abilities, and if you want a more detailed rundown of his powers, please check out the abilities section of his application.
In short, Penny picks up on the thoughts and feelings of other people pretty much constantly, most of the time it's white noise since there's just so much from so many sources, including thoughts from whole other universes in certain cases. However, sometimes there are certain people whose thoughts and feelings stand out more than others, and then there are people who can close their mind more effectively.
If your character is prone to heightened emotional states that they struggle to control for whatever reason, such as mental illness, it's likely that they are projecting thoughts and feelings outward more loudly.
If your character is more closed off and in control of their feelings for whatever reason, be it years of practice or they're just more emotionally stable, then their thoughts will be more static sounding.
Then, there's characters who have powers and/or magic that allows them to defend against a psychic almost completely, and there's a section in the form for that as well.
Lastly, Penny is also able to delve deep into a person's mind and use spells that can manipulate their memories, dreams and control minds. He is against doing any of that stuff without someone asking him to, and even then he'd likely refuse, but I'll include a section for all of these abilities on the form to be thorough.

DEFENSES: None
MENTAL STATE: Will has an unusual mental state; he has his own non-supernatural 'empathy' (which he's upset about and overwhelmed by 80% of the time). He also has a history of flashbacks, hallucinations, ptsd, and tends to wear his neuroses on his sleeves.
OOC PREFERENCE: I'm very okay with you playing with it however is most fun for you as well, but I'd love if Will's own natural uhh emotional intensity means he's loud for Penny. I'm fine with this being a source of annoyance/contention/etc depending on how these two eventually meet, and I'll happily put in as much of Will's emotions/inner monologue you'd like to facilitate that.
MEMORY & MIND CONTROL: OOC I'm completely fine with this, IC this would be a huge dealbreaker for Will's trust, at least for a while. Which is, again, fine, because I'm here to be entertained and sometimes it's fun to burn CR to cinders.
DREAM MANIPULATION: OOC fine with it, IC Will would be spooked/offended but this is potentially the sort of thing that would get filed under "forgivably eccentric".
ANYTHING ELSE?: Honestly just reading about how his powers work made me intrigued by this guy, so I'll prob be hitting you up! I'm super open to things going awry/using Penny's powers as a plot device if that's something you'd like to do. Will's mind is a ~dark~ place and I'm fine if that makes him seem super untrustworthy to Penny, ftr.
